Rhode Island was one of the 13 states to refuse to send delegates to the constitutional convention. it was a decision made by George Washington, who wrote in July 1787 that “rhode island still preserves that impolitic, unjust, and one might add without much impropriety scandalous conduct, which seems to have marked all her public councils of late.” basically they didn’t trust a powerful federal government.
