Photograph A is an example of suspension construction while B is construction using ferroconcrete. To this open-ended question, I feel that structure A is the best technique as the bridge constructed seems stronger and simple compared to the second photograph design.

Also, this is because ferroconcrete is reinforced concrete that employs iron bars, called rebar, to support it which seems not the best technique.
