Ohm's law states that:

Potential Difference = Current x Resistance

This means:
V = IR

Rearranging this, we get:
I = V/R

So, when V is halved and R is doubled, the fraction gets smaller, and so the current also gets smaller.

This means that Circuit 1 has a smaller current flowing through than Circuit 2
